Program Manager, Inglewood/ East LA

Full-time, Exempt: $80,000 - $95,000

Through its housing and education programs, the organization has helped thousands of young people imagine and actualize their own dreams and futures. United Friends’ programs focus on commitment, trauma-informed care, and empowerment by prioritizing a whole-person-development approach. Through a Social Justice Positive Youth Development (SJPYD) model, we center building relationships with youth over an extended period to achieve greater outcomes. Around those relationships, United Friends wraps an array of supportive services to help youth successfully transition to adulthood.  As a result of services, United Friends alumni have greater housing and economic stability, higher educational attainment and a stronger sense of community and emotional wellbeing.

 

 

Position Overview

Pathways is a low-barrier to entry housing program that provides intensive case management and support services to transitional aged-youth (TAY), ages 18-24. The Pathways program utilizes the Housing First Approach in which, assertive engagement with our youth is essential to ensure youth are aware of and participate in a myriad of resources and supportive services offered by the program. The Program Manager oversees daily program operations and supervision of a team of Advocacy Counselors to maintain a seamless continuum of care that drives measurable youth outcomes, including oversight of case management services and youth activities. Using a trauma-informed approach, the Program Manager fosters a safe environment in compliance with contract requirements and program policies. The role leads their team to advance key program initiatives and builds community partnerships aligned with program goals.

 

The ideal candidate will have a keen understanding of best practice service models, such as trauma-informed care, harm reduction, and social justice positive youth development. Specific knowledge related to transitional aged youth experiencing housing instability is a plus.

  • Duties and Responsibilities:

    Program Management and Site Operations

    • Lead a team of 3 Advocacy Counselors to ensure high-quality case management services and youth outcomes and oversee the daily functions across transitional housing sites.
    • Respond timely and thoroughly to youth conflicts/incidents; complete incident reports, notify required parties, and coordinate follow-up support and safety plans in accordance with program policy.
    • Facilitate or support in youth meetings regarding progress, program rules and expectations and provide guidance to staff to create re-engagement plans with youth.
    • Foster and maintain a safe, engaged environment through strong, youth-centered relationships and a trauma-informed approach.
    • Lead implementation of community-building events and life skills workshops while ensuring service continuity.
    • Strengthen strategic community partnerships to remove barriers to access and increase resources and services available to youth.
    • Partner with the Property Management team to ensure alignment and seamless workflow, as well as maintain the safety, upkeep, and cleanliness of the properties.
    • Monitor vacancies and intakes to support occupancy requirements.
    • Collaborate across teams to support integrated planning, communication, and service delivery.
    • Support senior management in monitoring budget line items to ensure spending remains within approved limits.
    • Participate in regular internal and external meetings to ensure alignment and effective communication.

     

    Compliance, Data Management and Reporting

    • Demonstrate strong understanding of program contract requirements to ensure team compliance and consistently uphold legal and ethical standards.
    • Oversee and maintain accurate and timely completion of required reports, data entry, and documentation.
    • Conduct regular file/documentation reviews to ensure timely, accurate, and compliant case notes, service plans, and required deliverables.
    • Monitor data across required management systems, Apricot and Homeless Management Information System (HMIS), to adhere to data requirements and policies.
    • Track key performance indicators to ensure program and contract outcomes are achieved.
    • Maintain compliance with funder requirements and support readiness for internal and external audits.
    • Utilize data consistently to inform decisions and communicate outcomes and trends.

     

    Staff Supervision and Support

    • Responsible for hiring, onboarding, and training a team of 3 Advocacy Counselors who provide intensive case management services to a caseload of 15 youth each.
    • Supervise and lead assigned staff through regular guidance, coaching, feedback, and performance management.
    • Lead productive team meetings to provide information, trainings, identify needs, and problem solve challenges.
    • Foster a collaborative, inclusive, and high-performing team environment.
    • Provide support and consultation to the team and directly respond to after-hours crises and emergencies as necessary.

  • Required Qualifications:
    • Bachelor’s Degree in Social Services, or related field.
    • 4 years of experience working directly with populations experiencing homelessness.
    • 2 years of experience supervising teams and managing programs.
    • Prior experience in roles requiring strong attention to detail, time management skills and the ability to shift between diverse tasks.
    • Excellent verbal and written communication skills.
    • Ability to establish and cultivate respectful relationships with individuals from diverse backgrounds; helping to build and maintain a positive culture/workplace environment.
    • Demonstrated experience motivating teams and managing daily operations resulting in successful outcomes and seamless workflow.
    • Strength in hiring and training staff to elevate levels of responsibility and performance.
    • Personal qualities of integrity, credibility, and a commitment to and passion for the United Friends mission.
    • Demonstrated knowledge of trauma-informed and culturally responsive practices.
    • Understand the communities served and centralize this cultural understanding into the work.
    • Must have valid California Driver’s License and an insured and reliable vehicle.
  • Preferred Qualifications:
    • Master’s Degree is Social Services, or related field
    • 2 years of experience working in residential settings with TAY population
    • Prior experience administering government-funded services.
    • An understanding of the unique challenges former foster care youth experience
    • Knowledge of the Los Angeles County Coordinated Entry System
United Friends currently implements a hybrid work environment – schedule is determined at the discretion of management and the needs of the program and/or agency. This position will work full-time hours, Monday-Friday and on weekends and evenings as necessary. The Program Manager is a part of the after-hours rotation schedule where they are required to respond to youth-related crises and emergencies. The Program Manager will work primarily from East LA and Inglewood housing sites Monday-Friday of each week and on weekends. United Friends’ downtown office will serve as a hybrid work location to the Program Manager for administrative and meeting purposes (as specified). Travel between United Friends’ housing sites across Los Angeles County is required.
