Lynn is a retired Director of the Los Angeles County Department of Public Social Services (DPSS). She was appointed just as the landmark Welfare Reform Act of 1996 was passed which ushered in a new era of welfare reform. Under her leadership DPSS undertook a major overhaul of the county’s welfare program. Within 4 years the following accomplishments were realized:
- A nationally honored program that assisted over 215,000 individuals enter the workforce.
- Establishment of the largest after school enrichment program in the United States.
- Launched the Child Care Medi-Cal Enrollment Project which in its first year provided medical coverage to an additional 217,000 children.
- Funded a network of 265+ organizations to provide supportive services such as counseling for domestic violence, substance abuse and mental health.
Throughout her retirement Lynn has continued her interest and support of programs serving at-risk youth which brought her to UFC.
